OBJECTIVE

Ensure the continual safety and efficiency of the City's traffic signal network by closely monitoring and directing traffic signal maintenance activities. HLR promptly addresses equipment damage and failures, making timely decisions on whether to repair or replace equipment affected by aging, vehicle collisions, or construction activities.

PROJECT DESCRIPTION

Hampton, Lenzini and Renwick, Inc. (HLR) plays a pivotal role in managing the City of Elgin's traffic signal infrastructure. Our responsibilities encompass a range of tasks aimed at ensuring the smooth functioning and safety of the traffic signal network.


This involves:

  • Conducting weekly checks on the traffic signal controller programmed databases through auto-compare, identifying unauthorized changes, detection issues, and communication glitches.
  • Performing field inspections of all traffic signals and flashing beacons to ensure adherence to contracted maintenance standards.
  • Reviewing and fine-tuning traffic signal vehicle clearance and pedestrian timings to optimize efficiency and safety.
  • Maintaining daily coordination with the City's electrical maintenance contractor to promptly address and resolve any maintenance concerns.

Moreover, HLR actively investigates, resolves, and responds to complaints regarding traffic signal operations, demonstrating our commitment to addressing community concerns promptly.


As part of our comprehensive approach, we are undertaking a thorough inventory of traffic signal equipment. Additionally, we are developing and implementing optimized traffic signal timing plans tailored for various time periods, further enhancing operational efficiency.


Furthermore, HLR collaborates closely with the City's Police and Information Technology Department to plan for future expansions of equipment and to troubleshoot any outages effectively.


Our partnership extends to supporting the City in reviewing and making budget decisions for future traffic signal improvements, providing valuable expertise to inform strategic planning initiatives.
