Central Park Drive at Lutter Drive

OBJECTIVE

HLR was tasked with designing traffic signals at an intersection without requiring any land acquisition, considering the limited right-of-way and extensive utility conflicts. Central Park Drive intersects with Lutter Drive approximately 450 feet from IL Route 31, falling under the jurisdiction of IDOT District One. 

PROJECT DESCRIPTION

The City identified the intersection of Central Park Drive at Lutter Drive as a location requiring the installation of traffic signal control equipment. The intersection operated as a two-way stop condition but has numerous sight distance conflicts and high site circulation due to the adjacent land uses. HLR conducted an initial field investigation and coordinated with nearby utility companies with facilities in the area of the proposed improvements. HLR prepared construction documents for improvements to the intersection that included accommodations for the sight distance issues for west and eastbound vehicles. Due to the proximity to IL Route 31, a fiber optic traffic signal interconnect was designed to connect to the existing IDOT-owned traffic signal. This required a Highway Permit from IDOT to perform the interconnect work proposed.


Additionally, the City wanted to include intersection beacon lighting, emergency vehicle preemption equipment, and radar vehicle detection on the commercial leg of the intersection. The emergency vehicle preemption equipment needed to be designed in such a way as to accommodate the skews of the Central Park Drive approaches.
