OBJECTIVE

The DuPage Court Revitalization Project is a key component in the City of Elgin’s ongoing efforts to transform its downtown area, part of a larger initiative that has seen over $60 million invested since 2000 in new streets, sidewalks, utilities, and public amenities. Located in the heart of Downtown Elgin between Spring Street and Douglas Avenue, DuPage Court serves as a vital hub for live performances, seasonal events, pop-up markets, and a welcoming entrance for local businesses. Despite its potential, the space previously struggled to meet the needs of the community, with outdated infrastructure, limited flexibility, and amenities that no longer aligned with the vision for a vibrant, multifunctional public space.

PROJECT DESCRIPTION

The revitalization of DuPage Court aimed to elevate its role as a central gathering place for the community, integrating modern design elements with functional upgrades. Before initiating the project, the City of Elgin engaged local business owners in a collaborative process to understand their needs, desires, and concerns. Their feedback shaped the project’s goals to create a flexible and adaptable space that could meet the demands of the next 50 to 100 years.


HLR was proud to be a significant partner in this transformative project, with our role evolving between the design and construction phases. During the design phase, DLA Architects served as the prime consultant, and HLR acted as a subconsultant, providing critical site civil utility improvement designs, topographic, and land survey services. Our involvement continued into the construction phase, where HLR transitioned to the role of prime consultant, leading the construction observation services to ensure the project’s adherence to design standards and successful implementation.


The transformation includes a variety of enhancements such as a new gateway arch, sculptures, upgraded pavers, canopies, energy-efficient lighting, and artist-rendered manhole covers, chosen through a community design competition, adding a touch of local culture to functional infrastructure. Increased traditional and high voltage electrical capacity outlets enables outdoor performances and events with significant electrical needs for street vendors to provide their services without the distraction of noisy generators. The space also includes movable tables, chairs, and benches provide a versatile setup for various activities. Beneath the surface, the installation of new water, sewer, and sanitary lines has significantly improved the utility infrastructure, supporting the long-term health, safety, and growth of the community.


This project was funded through the City’s Central Area Tax Increment Financing (TIF) district, with additional support from a $1 million grant from the Illinois Department of Commerce and Economic Opportunity, secured by State Representative Anna Moeller. The improvements are designed to complement the nearby riverfront developments, such as the Promenade and Festival Park, to create a cohesive and inviting downtown experience that attracts both residents and visitors.


The revitalized DuPage Court has already begun to exceed the community’s expectations, with positive feedback from local businesses and residents who see the space as a new hub for social, cultural, and economic activities. Its transformation into a well-lit, safe, and adaptable gathering area is expected to drive increased patronage to local businesses, enhancing the economic vitality of downtown Elgin. The new utility infrastructure, including lead water service replacements, not only benefits those immediately adjacent to the project but also strengthens the reliability of public utilities for the broader community.
