The approved project limits include the Coombs Road Bridge over the DM&E Railroad and its immediate roadway approaches – approximately 800 feet in each direction. The assessment was prepared in accordance ASTM Standard E1527-13; The IDOT BDE Manual, Chapter 27, Section 27-3 – Special Waste Procedures, and any subsequent revisions; IDOT Bureau of Local Roads and Streets (BLRS) Manual, Chapter 20-12, Special Waste, July 2013; Public Act 96-1416; CCDD and Uncontaminated Soil Fill Operations: Amendments to 35 Illinois Administrative Code (IAC) 1100. Effective on August 27, 2012.
The objective of the Preliminary Site Investigation was to evaluate the soil conditions for contaminants from the two RECs found from the Preliminary Environmental Site Assessment (PESA), completed in February 2017. Three soil boring samples were collected. Two that were representative of the impacts the railroad would have on the rehabilitation to four feet deep and one that was representative of the impacts the Leaking Underground Storage Tank (LUST) site could have on the project to ten feet deep. The two railroad soil samples were tested for VOCs, Semi-VOCs, PNAs, Total Metals, PCBs and pH. The one LUST soil sample was tested for BTEX, MTBE, pH, and Lead. The subsurface results were compared to Maximum Allowable Concentrations (MACs) and Tier 1 Remediation Objectives (ROs).
Our team completed the PSI, including site investigation, lab result analysis, exhibits, and CCDD 663 forms in the expected time frame of one month.
