Corporate Treasurer

Amy serves as HLR’s Implementation Engineer and Corporate Treasurer, bringing 25 years of experience in transportation engineering, environmental documentation, public involvement, and federally funded project development. Since joining HLR in 2006, she has played a key role in helping clients advance infrastructure improvements through practical, cost-efficient solutions.

Prior to joining HLR, Amy spent six years with the Illinois Department of Transportation (IDOT) as a Federal Aid Location Engineer and Phase I Project Manager for the Bureau of Local Roads and Streets. In that role, she processed locally funded Phase I projects through the federal process, gaining valuable insight into project development, regulatory requirements, and agency coordination.

At HLR, Amy leads and supports a wide range of Phase I engineering and transportation planning efforts, including highway location/design reports, intersection design studies, traffic projects, traffic capacity analysis, traffic systems analysis and modeling, accident analysis, safety improvement studies, and cost estimates. She is also highly experienced in preparing Environmental Assessments, Environmental Class of Action Determination documents, and Section 4(f) environmental documents for federally funded projects.

Known for her collaborative approach, Amy is skilled in public involvement, including the development of engaging public hearing presentations and effective coordination with clients, stakeholders, and regulatory agencies. She believes in cost-efficient design, low-impact development, and finding practical solutions that help communities meet their infrastructure needs.
